Napoli Property Development - To find the best possible use for the 1100 acre property donated to the CLDC by James A. Zaepfel, while preserving the natural beauty and unique wildlife habitat: solving health and safety issues created by the bankruptcy of the original subdivision developers; develop a strategy/programs to spur economic/community development for the township/area.

To date we have accomplished the following:
  • Placed 547 acres in Federal Wetland Reserve Program (WRP) to create a forever-wild preserve, which created a second largest privately held WRP property in New York State. 
  • Deeded 539 parcels to a homeowners association so they would have enough acreage to comply with Catt Co water and sewer regulations thereby correcting an noncompliance problem of 30 years. This also resulted in the issuing of 12 new building permits, the first in 27 years for this area. Over the next 5 years the values of adjacent homes doubled. 
  • Spun-off a separate project to develop the James A. Zaepfel Nature Sanctuary & Research Center. 
  • Ended 30 years of abuse to the land in the form of timber theft, unlicensed farming, poaching and refuse dumping. 
  • Created a long-term management plan for the entire 850 acres and our currently reviewing possible projects for future development.
